In 2010, Libyan leader Muammar Gaddafi stood beside Italian Prime Minister Silvio Berlusconi in Rome and declared that Europe must pay Libya five billion euros each year if it wished to remain European. He spoke without hesitation about the millions waiting to cross from Africa, describing vast numbers of poor and uneducated migrants whose arrival, he argued, would fundamentally transform the continent. He warned that Europe would cease to be recognizably European and asked what answer White Christian nations could possibly offer once such a movement gathered full momentum. He invoked the memory of the barbarian invasions that had brought down the old Roman order, presenting himself as the final barrier between Africa and Europe. Berlusconi offered no meaningful reply.
